The 2005 Handbook for Kentucky Municipal Clerks, 3rd Edition updates the 2002 Handbook for Kentucky Municipal Clerks, 2d Edition.  This new edition of the handbook identifies statutory and regulatory requirements, policies, and procedures that Kentucky City Clerks encounter on a daily basis. 

 

As a local official and public servant, you deal with many individuals and issues. As a city clerk, you serve as a leader in your community. You often address numerous and complicated legal issues in your position. This handbook does not replace other resources and training necessary to perform your job successfully. The 2005 Handbook for Kentucky Municipal Clerks is a starting point for your legal questions. It identifies basic legal requirements and refers you to more detailed resources for specific and complicated legal issues.  We hope this handbook is a good starting point for your legal research.

RFI Policy
KMCA E-MAIL REQUEST FOR INFORMATION POLICY
 
Send the Request for Information (RFI) to Susan Lamb who serves on the KMCA Communication Committee via email to susanl@lfucg.com. If e-mail is unavailable, an RFI can be faxed to Susan’s attention at (859) 258-3393.
 
Each RFI must contain the following information before it will be forwarded via global email:
 
*        Name, title, regular mailing address, e-mail address, phone and fax numbers of person requesting information
*        Specific Request
*        Specify if request is to be sent to certain class of city or all KMCA members.
*        Make sure the request states who the information is to be forwarded to if other than person listed on request.
 
RFI’s need to pertain to KMCA, local and state government issues. If there is a question about the appropriateness of an RFI, the KMCA President will be consulted.

RFI’s will be sent out within 7-10 business days upon receipt.

Insurance Premium Tax Reform (Changes from the 2008 Session)

This legislation has passed and will finally impose a two-year statute of limitation on refund requests for IPTs! A risk location system is being established so the correct tax district can be identified by insurance companies in the first place. Part of the cooperation on this legislation from insurance companies resulted from the hold harmless agreement for the companies using an approved risk location system. There is still a way to go before all the changes are implemented but this is going to be a tremendous help for cities. KMCA President Sandy Doane worked tirelessly on this effort along with representatives from the KLC, KCCMA and folks from the insurance industry. Give Sandy a big pat on the back when you see her!  And C.R. Wirthlin also attended these meetings and helped keep the clerks informed of the progress. Tremendous thanks to Steve Riggs (D-Louisville) for sponsoring the bill. Thanks to all the clerks who contributed – way back when we first answered the survey from Ken Thompson that was the first step to help to identify the problems and outline the solutions. And thanks to Mr. Thompson, too, who kept his word appearing before our membership several times to keep us updated as his work progressed.
