Announcing the Clerk of the Year Award
 
The Kentucky Municipal Clerks Association in 2009 awarded the first ever Clerk of the Year Award at the Spring Conference in April.  Nominations will again be accepted from January 1 through the extended deadline of March 19, 2010.  The information and nomination form are accessible by clicking here.  Print it out, fill it in with your recommendation for the outstanding clerk of the year if you have a nominee, and mail it in to be received by March 19, 2010. 
 
 
The Clerk of the Year Award began in 2009.  Here is a little history about the first year of the award. 
 
Just a quick follow up for the benefit of those who were not able to attend the 2009 Spring Conference at KY Dam Village. At the banquet Thursday night, KMCA President Debbie Batliner announced that sixteen clerks had been nominated this year for the first KMCA Clerk of the Year Award.  UPDATE - POSTED 4/21/09

And the first year award was presented to Denise Ridley from Dawson Springs. 
 
Congratulations to Denise and to all of those who were nominated. This award is a great way to celebrate the contributions of Kentucky’s Municipal Clerks. As we were reminded at the conference by James Driver as well as others who addressed the group, the work we are doing may sometimes be overlooked but what we do truly matters and we do make a difference!

KMCA Participation with IIMC

KMCA President Debbie Batliner and Gloria King of Louisiana have been asked to Co-Chair the new IIMC Small Cities Task Force.  The first meeting will be during the conference in Chicago in May.  Debbie says she wants to hear from as many people as possible whatever their concerns are regarding their questions/concerns about IIMC.

SMALL CITIES TASK FORCE – GOALS AND OBJECTIVES
 
  1. Work with the Research and Resource Committee to develop and conduct a survey of small city members to ascertain the services desired and needed from IIMC to make membership for small city clerks more valuable to the clerk and their municipality.  After the Research and Resource Committee conducts and compiles the results of the survey, analyze the data and provide a written report to the Board of Directors with specific recommendations for improvement of services to small city members.
  1. Investigate, through research obtained by the Research and Resource Committee, whether a special membership category for very small cities would provide an opportunity for increased membership in IIMC.  Make associated recommendations to the Board of Directors.
  1. Work with the Public Relations and Marketing Committee to educate clerks from small cities about the benefits of IIMC membership. 
  1. Through small city member input, ascertain unique challenges for small city clerks in obtaining education and achieving certification and submit to Program Review and Certification for further study.

There's more good news, and more work for Ms. Batliner to pack into her busy schedule, she's also been appointed by IIMC to the Program Review and Certification Committee.  It's great to have KY so well represented in IIMC!

Winchester celebrate Municipal Clerks Week!

Here's some GREAT news shared by Joy Curtis of the City of Winchester. The caption that appeared in The Winchester Sun was:  "In a joint city/county proclamation, May 3-9 is proclaimed as Municipal Clerks Week by Clark County Judge-Executive Henry Branham, left Mayor Ed Burtner, and Winchester City Commissioner Kenny Book. Municipal clerks who work for the City of Winchester attending the reading are, from left, Joy Curtis, Administrative Assistant/Deputy City Clerk, Marilyn Rowe, City Clerk, and Sharon Harrison, Human Resources/Deputy City Clerk. The Office of Municipal Clerks provides the professional link between citizens, local governing bodies, and the different agencies of government."

City Clerk named Everyday Hero

Debbie Batliner, City Clerk for the city of Simpsonville, received a phone call from another city’s Mayor and learned that they had lost their city and water clerks at the same time, leaving both positions vacant.  The mayor was in a bad situation and needed help. In desperation she called the KY Municipal Clerks Association President, Debbie Batliner, to ask for help and guidance. Debbie's employer, Mayor Steve Eden of Simpsonville (who is also a hero here), gave her permission to travel to the other city to provide counsel to the Mayor. Debbie, for days and weeks, selflessly gave of her professional skills, knowledge and many, many hours of her personal time away from her family to assist a sister Kentucky city in a desperate situation.  The end result was the City and its citizens were able to have continuity of government because of the heroic acts of Debbie Batliner.  Sylvia L. Lovely, president of the NewCities Institute, was pleased to present Debbie Batliner an Everyday Hero Award.

HB 524 Passed! Insurance Premium Tax Reform is on the way!

This legislation has passed and will finally impose a two-year statute of limitation on refund requests for IPTs! A risk location system is being established so the correct tax district can be identified by insurance companies in the first place. Part of the cooperation on this legislation from insurance companies resulted from the hold harmless agreement for the companies using an approved risk location system. There is still a way to go before all the changes are implemented but this is going to be a tremendous help for cities. KMCA President Sandy Doane worked tirelessly on this effort along with representatives from the KLC, KCCMA and folks from the insurance industry. Give Sandy a big pat on the back when you see her!  And C.R. Wirthlin also attended these meetings and helped keep the clerks informed of the progress. Tremendous thanks to Steve Riggs (D-Louisville) for sponsoring the bill. Thanks to all the clerks who contributed – way back when we first answered the survey from Ken Thompson that was the first step to help to identify the problems and outline the solutions. And thanks to Mr. Thompson, too, who kept his word appearing before our membership several times to keep us updated as his work progressed. Thanks to Susan Lamb for getting those calls for action out to the membership and THANKS TO ALL THE CLERKS WHO CALLED YOUR LEGISLATORS – our voices were heard and change is coming!   For details and a great overview of the changes, click here to view the KLC Fact Sheet on HB 524.
